Minutes from April 9, 2018 Tecumseh Township Monthly Meeting

The meeting was called to order at 7:00 PM by Supervisor Curt Brown. In attendance were Supervisor Brown, Treasurer Bunch, Clerk Coulter and Trustees Lamb and Feight.

The Pledge of Allegiance was given and the call for comments from guests was extended. In the audience Mike and Carol Wells from Black Fire Winery on Munger Road announced that they are planning for a Music Festival at the Winery on or about August 11, 2018. They wanted to notify the Board of this upcoming event and solicited comments and questions. The Festival will run from noon until 9:30 PM with paid admission. Food and alcoholic beverages will be available. They are already permitted for serving beer and wine and cider. They are hoping for 200 to 300 persons total attendance. They have gotten buy-in from their neighbors and plan to use adjoining properties to insure no parking on the roadside. The Board recommended that they advise the Lenawee County Sheriff of the event just to keep all informed.

Minutes from March 12, 2018 meeting were discussed . Motion to approve by Lamb; seconded by Bunch. Voted on and approved.

Treasurer's Report given: discussed and placed on file.

Rick Bunch presented bills for payment. Discussion followed. Coulter moved to pay bills; Feight seconded. Motion approved.

No Building Permits. Coulter presented proposed new interlocal contract from Raisin Township for services provided, i.e. Building Inspector duties. Contract given to Mike Brooks for examination and will consider at next meeting.

New Business:

Road Projects for 2018( 5 total considered) presented and discussed. Board decided that we would approve Billmeyer Rd, Milwaukee Rd to Macon Rd. This would be the completion of last year's program at a cost of $ 63,984.95 and Murphy Hwy, Allen Rd. to Macon Hwy. at a cost of $20, 627.81. Billmeyer project is for asphalt overlay. Murphy Hwy is for seal coat and fog seal. Township will pay one third of costs up front and balance upon approved completion. Motion to approve made by Coulter; seconded by Feight and approved.

Curt Brown brought up that he had seen that most townships were charging only $ 75.00 for Land Split applications. We currently charge $ 200.00. He questioned whether or not we should bring our charges into line with other Townships. Since Assessor Amanda Lacelle wants to revise the Land Split form to update it was decided after discussion to delay a decision on changes until we have updated the form.

City of Tecumseh has requested that Tecumseh Township contribute to the "Pure Michigan" ad campaign. Discussion followed and although the Township gets little or no benefit from the program, a motion was made by Bunch and seconded by Coulter to contribute $ 100.00 to this. Reasoning was that we are showing support to City of Tecumseh and Lenawee County. Motion passed.

Coulter reported that he continues to get calls from outside the area from interested parties on the Marijuana issue. People want to know if Tecumseh Township will opt out or in for allowing grow houses, dispensaries, etc. This is especially current sine a proposal to allow the use of Recreational Marijuana may be on the November 2018 ballot. Public Act 10 of 2018 signed into law in January 2018 which gives townships and other municipalities the power to allow for licensing or to forbid establishing such facilities for Medical Marijuana in their jurisdictions. There was some discussion and it became apparent that we don't know enough to make any decisions at this time. Coulter offered to research the issue and report back to the Board at a later date.

Old Business:

Our lawyer, Michael Brooks, reported that there was nothing of significance to report re: the Marogi Brothers suit to reverse our zoning decision. It is in the hands of the parties lawyers and the court system. He will keep the Board informed of any developments.

Guest Comments:

Carol Wells asked if there would be any more dumping of processed sewage waste in the Township this summer. Curt Brown responded that he was not sure of current plans or regulations on this subject but will investigate and report back. Motion made to Adjourn by Bunch and seconded by Coulter. Motion approved.
