Monthly Minutes

The monthly meeting was called to order at 7:00 PM by Supervisor, Curt Brown 

In attendance were Supervisor Brown, Treasurer Rick Bunch, Clerk Gerald Coulter and Trustees Mike Feight and Pat Lamb. Attorney Mike Brooks also in attendance. 
The Pledge of Allegiance was given. 
The floor was then opened for guest comments. Jim and Lori Beasley appeared to obtain a split on their property off North Adrian Highway in order to sell it. The property currently has fields, buildings and horse farm on it. The split would enable them to sell it to a potential buyer who does not intend to build on it but to keep horses. Our attorney, Mike Brooks informed the Beasleys that because of a lack of frontage and restrictions associated with the easement agreement of the private roads, the property in question is not buildable. He will not oppose the split but will ensure that the deed informs the purchasers and any future owners that this condition exists. Current owners have been assured that the potential buyers do not want to build but Attorney Brooks re-affirmed our stance. At this point, the Beasleys will pull a permit for the split and move forward as advised. 
Also present were representatives for the property at 9625 Tecumseh-Clinton Road that is in the process of being demolished. They reported that the electricity has been cut off but they do not believe that Consumers Energy has shut off the gas. This, reportedly, is why they have not proceeded further with the demolition. Curt Brown advised that they should again contact Consumers as will he to see if it has been cut off. Owners were also advised that the green siding on the house looks suspiciously like it might be old asbestos containing product. They were advised to comply with all existing disposal requirements and to proceed cautiously. They will report back on progress at the September 2019 meeting. 
Minutes from July meeting were discussed and there being no corrections or additions, Bunch made motion to accept; seconded by Brown. Motion carried by voice vote. 
Treasurer's Report presented by Bunch, discussed and placed on file. 
Bills outstanding were presented by Bunch and after some discussion, motion to pay bills as presented made by Coulter; seconded by Lamb and passed by voice vote. 
Building Inspector's Report presented , some discussion and placed on file. 
Old Business: Zoning Board replacement for George Heeman again discussed and after interviewing James Lemon he decided to bring his name to the Board for a vote. Mike Feight motioned to approve the appointment; seconded by Coulter. Motion passed on voice vote. Curt advised that he had not heard back from Don Ford as to whether or not he wanted to continue serving after his term expired but will continue trying to contact him. 
New Business: Curt presented a request for a split of 20 acres on the Rundell property on the corner of Shull Road and Hendershot Hwy. Amanda Lacelle has already looked at this request and there being no problems with split, motion made by Feight; seconded by Coulter to approve split. Motion approved by voice vote. Curt Brown presented letter from FEMA regarding Flood plain designations and new requirements. Most of the areas in the Township are along Evans Creek. The Township must adopt an ordinance addressing floodplain management protocol for construction codes. Curt also presented a draft of an ordinance for the Township to comply with regulations. Brown made a motion to adopt; seconded by Coulter and passed by voice vote. 
Supervisor's Report: Curt reported that Lenawee County has completed the re-paving of certain sections of Billmyer that had already started to de-grade after one year. It appears to be much improved from first paving. 
Curt also reported that Amanda Lacelle has sent in responses to our assessing deficiencies noted in the State of Michigan's AMAR report. 
Open Discussion: Clerk Coulter reported that the Michigan Board of Elections has scheduled the 2020 Presidential Primary Elections for March 10, 2020. 
There being no further business before the Board of Trustees, a motion was made to adjourn the meeting by Brown; seconded by Coulter and passed by voice vote. Meeting was adjourned at 8:15 PM.
